Background & History

Community Aid and Resilience Organization (CARO) is a not-for-profit, non-political organization founded in 2018 and registered with the NGOs department of the Ministry of Economy, Government of the Islamic Republic of Afghanistan. CARO primarily focuses on supporting minorities, particularly in the areas of capacity building, education, health, nutrition, and social justice.
CARO provides support to war-affected minorities, with a special emphasis on the most deprived groups, such as persons with disabilities and women, to improve their skills and competencies. This enables them to access opportunities for start-ups, employment, and community development. CARO also works to ensure that these marginalized groups can actively participate in decision-making processes, providing recommendations and solutions to societal challenges.
CARO serves as a bridge between society and the government of Afghanistan, fostering trust and collaboration through education, health, and community development programs. The organization is committed to ensuring that every child, especially those in marginalized and underserved communities, has access to quality education, health services, and nutrition programs, empowering them to overcome poverty and achieve their full potential. Additionally, CARO provides WASH (Water, Sanitation, and Hygiene) services, Shelter and Non-Food Items (SNFI), and construction activities to improve living conditions and create a holistic environment for growth and development.
To achieve its goals, CARO has partnered with several national and international organizations to implement a variety of impactful projects. Key partner and donor agencies include the European Union, NSDP, CPI, UNHCR, UK Embassy, British Council, USAID/CPI, USAID/DIA, and Congress FUND/USIP. These collaborations have enabled CARO to expand its reach and deliver essential services to the most vulnerable communities in Afghanistan.
By focusing on education, health, nutrition, WASH, SNFI, and construction activities, CARO aims to address the multifaceted needs of children and families in deprived areas, ensuring a comprehensive approach to their development and well-being. 

CARO HISTORY AND CURRENT STATUS 
CARO has over six years of experience in implementing and managing programs and projects funded by international development organizations. Since its establishment in 2018, CARO has successfully executed a variety of initiatives, including peacebuilding, conflict resolution, anti-corruption, volunteerism, relief, and reconstruction projects in Nuristan and other provinces of Afghanistan. These projects were supported by prominent organizations such as the British Council, the United Nations, and various government ministries.
One of CARO’s notable achievements was securing a second round of funding from the British Council for projects focused on peacebuilding, access to justice, and anti-corruption in Nangarhar province, which were implemented between 2018 and 2019. This success underscores CARO’s ability to deliver impactful programs and its strong reputation for working closely with communities. The organization has earned significant goodwill and trust within society, enabling it to operate and implement projects on a sustainable basis. The second round of funding from the British Council is a testament to CARO’s organizational strength and credibility. Furthermore, CARO has consistently maintained transparency and accountability in its operations, particularly in the implementation of donor-funded projects.
To date, CARO has implemented approximately 15 projects, both large and small, funded by various donors. A detailed list of these projects is provided in the annexure. Currently, CARO has well-established offices in Kabul and two other provinces of Afghanistan, ensuring a strong operational presence across the country.
The Program Development Department, in collaboration with Project Management, Human Resource Management, Advocacy, and Gender Specialists, has developed both short- and long-term strategies to enhance in-house and external capacities and competencies. Key members of the management team include the Program Development Manager, Project Manager, Monitoring and Evaluation team, and Gender and Development Specialist, all of whom contribute to the organization’s strategic direction and program success.
CARO aspires to be a leading quality service provider in Afghanistan. To this end, the organization has established robust organizational policies and strategies, including bylaws, a structured board of directors, HR policies, financial regulations, and procedures for appointing external auditors. CARO adheres strictly to NGO laws and has adopted a Code of Conduct for NGOs, ensuring ethical practices and accountability. The appointment of financial and performance auditors further strengthens CARO’s operational integrity and transparency, making these elements key pillars of the organization’s success.
Through its commitment to sustainable development, community engagement, and transparent operations, CARO continues to make a meaningful impact in Afghanistan, particularly in underserved and marginalized communities
